QUALIFICATIONS 

  • Degree/diploma in engineering, planning, environmental studies, construction management, or related discipline. 

  • 8–12+ years coordinating permits/licences/approvals/agreements in capital delivery (buildings, infrastructure, utilities, industrial, digital). 

  • Strong planning capability (lead times, dependencies, constraint management) and stakeholder coordination. 

  • Strong documentation discipline: registers, conditions tracking, decision logs, and audit trails. 

  • Asset (role-dependent): PMP.

RESPONSIBILITIES

  • Build and maintain the PLAA strategy, register, and schedule (lead times, dependencies, critical path impacts).

  • Coordinate submissions, revisions, and responses with authorities having jurisdiction, utilities, asset owners, and third parties. 

  • Track and manage approval conditions, obligations, reporting requirements, and renewals to closure. 

  • Identify permitting/approval risks and constraints early; propose mitigations and escalation plans. 

  • Provide governance-ready PLAA reporting (status, blockers, risks, decision points, upcoming obligations). 

  • Support change governance where PLAA constraints impact scope, schedule, cost, or sequencing.
